However, not every receipt, quote or sale to a private consumer needs an allocation number. First identify the document type, VAT component and customer's status. This is general information about the model, not instructions for reporting a particular transaction. For a dispute, exception or problem affecting reporting, contact the Israel Tax Authority and the accountant or tax adviser familiar with the business.
The Number Is Added to the Invoice; It Does Not Replace the Transaction
An allocation number is a dedicated nine-digit number received from the Israel Tax Authority and added to a tax invoice alongside its ordinary number. The model aims to address unlawfully issued invoices by checking them at issuance. The number is not a payment receipt, does not prove the service has already been provided and does not replace the details an invoice must contain.
The Israel Tax Authority presents the number as a condition for input tax deduction in defined cases. This does not mean every expense accompanied by an allocation number is automatically recognized for every tax purpose. A genuine transaction, the parties' identities, the nature of the expense and the other legal conditions still matter.
This distinction is particularly useful when receiving a document from a new supplier. A long number in the right place may look convincing, but checking an invoice does not end with its appearance. Make sure it describes what was actually ordered and that supplier and customer details match those agreed.
The Threshold Fell Twice in 2026, and Amounts Exclude VAT
According to Israel Tax Authority announcements, the arrangement began in practice on May 5, 2024, at a threshold above NIS 25,000 before VAT. In 2025, the threshold was above NIS 20,000. From January 1, 2026, it fell to above NIS 10,000, and from June 1, 2026, to above NIS 5,000. An October 2026 invoice should therefore not be assessed using a guide written when the threshold was NIS 20,000.
The word "above" matters too. The published threshold is not "NIS 5,000 including VAT" and does not refer only to the final payment amount. An invoice for exactly NIS 5,000 before VAT is not above that threshold. This does not permit artificially splitting a transaction, and an invoice date should not be chosen merely to achieve a desired result.
For illustration only, assuming the other model conditions are met: a tax invoice for NIS 6,000 before VAT crosses the threshold applicable from mid-2026, while one for NIS 4,800 before VAT does not. This example examines only the amount component, not whether the expense is deductible or how it should be recorded.
For future changes, there is no reason to copy an old timetable that placed the reduction to NIS 5,000 in a later year. The Israel Tax Authority's current publication establishes the point to check. Before another software settings change, confirm that it has actually taken effect rather than remaining a proposal.
Who Requests the Number and When Exceptions Apply
The party issuing the tax invoice requests the allocation number, either directly or through an authorized representative. Under the standard arrangement, this involves an invoice above the threshold, including VAT, for a VAT-registered customer requesting an allocation number. Not every business document is a tax invoice, so do not confuse it with a receipt or transaction invoice.
An invoice containing only exempt transactions or zero-rated VAT transactions does not require a number in the same way. Where components are mixed, a correcting document is involved or circumstances are unusual, do not try to resolve the issue using a simple article example. Check the treatment with whoever handles the accounts.
A VAT-exempt business, or osek patur, does not charge VAT or issue tax invoices, so it does not need an allocation number for a receipt issued in that capacity. When buying from a supplier, it also does not have the ordinary right to deduct input tax enjoyed by a VAT-registered business. The word "exempt" does not remove recordkeeping or other obligations; it describes a particular VAT status.
Two Ways to Get a Number, With the Same Duty to Check It
You can contact the Israel Tax Authority through invoicing software connected to the service after completing the required identification and authorization. In a connected process, the software sends the document details and receives a response. Alongside this option, the authority provides an online service for users of invoice books and software not connected to the service.
The manual service requires invoice and customer details, including the document number, customer's business number, amount before VAT and VAT amount. Prepare the details from the correct document, not an earlier quote whose amount has changed. After receiving the number, confirm that it is assigned to the invoice you were working on and that the customer receives the document containing it.
Authorization to act for a business should not be left until a customer is waiting for a document. Establish in advance who can request numbers, who receives alerts and who handles changes when an employee or service provider stops working for the business. There is no need to share a personal password for routine work when an appropriate authorization route exists.
The point is not to choose a particular software brand. Even a convenient system can encounter an incorrect customer detail or a connection needing renewal. When examining a small business's digital presence, include the processes behind the sale, not just how customers reach the website.
Customers Receiving an Invoice Need to Check More Than a Number
The check begins with the business name and registration number, continues through customer details and the description of work, and reaches the amounts and allocation number. Compare the document with the order, agreement or proof of payment. When a number is required, do not accept an assurance that it is "in the system" if it is missing from the document received.
The Israel Tax Authority also operates a service for verifying supplier invoice details. It allows comparison of invoice information with allocation data. A match does not make a fictitious transaction legitimate, but a mismatch is certainly a reason to investigate before reporting.
Establish an orderly correction process: contact the supplier, identify the missing document, obtain the appropriate one and send the correct version to bookkeeping. Sending several similar files without explaining what changed creates confusion, and a month-end review is not the best time to discover that nobody knows which version is valid.
Without a Required Number, Do Not Assume You Can Deduct First and Complete It Later
Where the arrangement applies, an invoice without an allocation number is insufficient for input tax deduction. This is not merely a document design issue. Customers should clarify the omission with the supplier and their representative before reporting, rather than treating the number as an addition that can be ignored until the inquiry ends.
Distinguish between a technical fault, incorrectly captured details and a decision not to allocate a number. Messages and treatment are not necessarily identical. If the system does not return a number, save the error message, attempt time and support inquiry details. Do not invent a number, copy one from another document or alter the transaction amount to bypass the problem.
For new business owners, this checklist fits with the first steps in starting a business: clear customer identification, a document issuance process, someone responsible for exceptions and a way to pass information to the representative. Ultimately, the goal is for the correct invoice to reach the right person with all required details already present.
